What Happens If the Power Grid Goes Down for Years — Nine Substations Is All It Would Take

A New York Times investigation into a total U.S. blackout is getting a lot of attention, and the details are worth understanding. A federal analysis found that disabling as few as nine substations could darken the entire country, and because the grid runs on thousands of aging, hand-built transformers, the recovery would be measured in years rather than days. Here is what the reporting actually says, what would fail first, and what it means for your household.

How Many Substations Would It Take to Black Out the Entire United States?

The number that has people talking is nine. In reporting published on August 18, the New York Times writer Christopher Cox described a federal power-flow analysis, done at the Federal Energy Regulatory Commission, which concluded that knocking out roughly nine substations at the same time could cascade into a nationwide blackout. Cox spent time in California and Nevada and interviewed more than two dozen people who work in grid technology and grid reliability.

The reason so few points of failure matter comes down to how the system is built. America does not have one grid, it has three — the Eastern, Western, and Texas Interconnections — and inside them power is juggled by roughly 101 regional balancing authorities, thousands of utilities, and equipment that grew up piecemeal over a century rather than to any single plan. A machine assembled that way has seams, and the analysis was an attempt to find the ones that matter most.

It is worth being precise about what this is and is not. It is a study of a worst case, not a prediction that it is about to happen, and the specific vulnerable sites are not public for obvious reasons. What it establishes is that the margin is thinner than most people assume, which is the part a prepared household should take seriously.

Why a Grid-Down Blackout Could Last Years, Not Days

The part of the reporting that deserves the most attention is not the attack, it is the repair. The high-voltage transformers that step power up and down across the network are not something anyone keeps stacked in a warehouse. They are enormous, largely hand-built, custom-specified for the site they serve, and many now in service are decades old. A great many are made overseas.

That combination is what turns a blackout into an era. Ordering a replacement for a large transformer is typically a wait measured in many months to years even in normal times, and they are difficult to move — these are pieces of equipment that travel by specialized rail car or heavy haul truck. Now imagine ordering dozens at once, in a country where the factories, ports, cranes, and rail systems you would need to build and deliver them are themselves without power. That is the trap: the tools you would use to fix the grid mostly run on the grid.

Restarting from a dead stop has its own name in the industry, a black start, and it is genuinely hard. Most power plants need electricity to begin generating electricity, so the system has to be rebuilt outward in careful stages from a handful of plants that can start themselves. Every stage has to stay balanced or it collapses again.

What Fails First: Water, Sewage, and Hospitals After the Power Goes Out

In the opening phase, the country would run on backup power. Hospitals, water treatment plants, and sewage facilities have generators, and the emergency broadcast system depends on a set of 73 hardened Primary Entry Point radio stations, which are provisioned with roughly 60 days of generator fuel so somebody can still tell the public what is happening.

The problem is that every one of those lifelines is a clock, not a solution. Generators run on diesel that has to be trucked in, and the pumps that move both diesel and natural gas need electricity themselves. As fuel runs down and cannot be resupplied, the backups begin to switch off in sequence. Water pressure is usually among the first things people notice, and once treatment stops, what comes out of the tap — if anything does — is no longer safe. Sewage is the quieter half of the same failure.

This is the practical reason preparedness people talk about water more than anything else. In a long outage your stored water and your ability to treat more are not a nice-to-have, they are the whole game. Food, sanitation, and medical needs that depend on refrigeration follow close behind.

You Don't Have to Believe in the Worst Case to Prepare for It

It would be easy to read a nationwide, multi-year blackout scenario, decide it is too big and too unlikely to plan around, and close the tab. That would be the wrong lesson, because the preparation is the same either way.

Right now, with no attack and no national emergency at all, thousands of households in northwest Indiana are going on two weeks without power after an ordinary summer derecho, and some have been told it could be September. In Hawaii, storm damage left parts of the islands facing outages that officials warned could run for weeks or months. The water, food, light, backup power, and communications that would carry you through the worst case are the exact same things that carry you through the Tuesday your substation floods.

So treat the national scenario as motivation rather than a forecast. Build for two weeks without the grid, because that is achievable for most households and it covers the overwhelming majority of what actually happens. Everything past that is a matter of degree, not a different plan.
